Digital Waste Tracking in Northern Ireland

Prepare for the government’s announced 1 January 2027 receiving-site start in Northern Ireland. Review your sites, reporting process and setup with the people who will capture and check each load.

Check which receiving activities are in scope

DAERA identifies waste receivers as the first phase of Digital Waste Tracking. Review the receiving sites and authorisations your business operates, with NIEA or DAERA where needed, rather than assuming the January timetable applies to every carrier, broker or waste producer.

The announced January timetable concerns Northern Ireland. Keep it separate from Republic of Ireland arrangements, cross-border shipment duties and the later planned collector phase. Check the current national guidance for the activities and waste you handle.

From an arriving load to a reviewed receipt

PaperRoute connects the information your Yard and office teams work with. For an eligible receiving site, we configure and check the DEFRA connection with you before live reporting.

01

Capture what arrived

Record waste details, weight and discrepancies in the Yard workflow. Keep the expected booking separate from the observed load.

02

Review the receipt

Check missing information and the supporting details with the person responsible for reporting.

03

Follow the reporting outcome

Submit through the configured connection and check the receipt’s status. A saved local record is not proof of acceptance.

PaperRoute is named under Saunders Simmons Ltd on the GOV.UK compatible-software list. We review suitability for your authorisations, waste scenarios and setup.

Choose the reporting process that fits your operation

The government provides a prescribed spreadsheet route as well as an API route through compatible software. You can review the process you already use before deciding whether to move to a wider operations platform.

PaperRoute is designed for connected customer, collection, driver, Yard, document and invoicing work. Bring your current process to a demo so we can establish the fit and configuration together.

When one customer account covers several receiving locations

Consider an operator coordinating more than one site, or businesses with sites in Northern Ireland and Great Britain. Identify the legal organisation and receiving locations before discussing setup. A shared trading name or customer account does not answer which entity receives the waste or owns the reporting process.

Bring a typical arriving-load record and your current reporting method to the setup discussion. Agree which team captures the information, who reviews differences and how the office follows the submission outcome across the relevant sites.

Completing this checklist is a preparation exercise, not a legal scope decision or a compliance certificate. Check current national guidance for the duties that apply to your site.

Questions from receiving-site teams

What is the announced start date for Northern Ireland?

The government states that receiving-site use becomes mandatory from 1 January 2027. DAERA confirms the January rollout. At this page’s review date, the Assembly publication still lists the proposed regulations as in progress, so follow official updates on the final rules.

Is this the same rollout as the Republic of Ireland?

This page concerns Northern Ireland and the UK Digital Waste Tracking service. Check the relevant authorities separately for Republic of Ireland activities and cross-border waste shipments.

Do I need a separate Northern Ireland submission platform?

The published rollout uses the shared UK Report receipt of waste service. Registration and the reporting route still need to fit the organisations and receiving sites involved.

Can we keep an existing reporting process?

Review your current software or the government spreadsheet route against the process you need. A PaperRoute demo can establish whether the wider office, Yard and driver workflows are a useful fit and which configuration would be required.

Does the January date cover our collection business too?

Receiving-site reporting and the developing collector phase have different scopes. A business can perform both roles. Check the receiving operation now and follow the separately planned Phase 2 timetable for collection activities.
